Consideration was given to a report of the Finance and Resources Portfolio Holder which presented a Council Tax Support Scheme for 2026/27.
The Council was required to have a Council Tax Support Scheme to assist residents with their liability to pay Council Tax. It was proposed that existing scheme, which had been approved for 2025/6 following review by the Overview and Scrutiny Committee, be continued for 2026/27, allowing for inflationary uplifts in scheme parameters and any changes required by regulation.
Councillor Flood proposed and Councillor P North seconded the recommendations.
Resolved:
1. That the Council Tax Support scheme for 2026/27, as shown in Annex 1, be approved.
2. That the Director of Finance and Revenues, in consultation with the Finance and Resources Portfolio Holder, be authorised to make any necessary changes to the Scheme that are required by the Council Tax Reduction Schemes (Prescribed Requirements) Regulations 2026 when they are confirmed by the Ministry of Housing, Communities and Local Government.
3. In the event that any new government initiatives are introduced that result in receipt of a grant or an increase in Universal Credit or other government benefits, that the Director of Finance and Revenues, in consultation with the Finance and Resources Portfolio Holder, be authorised to disregard these awards as income in accordance with government guidelines.

Notice of Motion - Rule 12
Attachments:
- Document Notice of Motion 18 Feb 2026
Minutes
Council considered the following motion moved by Councillor G Cooper and seconded by Councillor Gregori.
This Council notes with serious concern reporting that the number of road repairs carried out across Hampshire has fallen by almost 60% despite £132 million of government funding having been allocated specifically for highways maintenance.
This Council further notes:
The growing number of potholes and surface defects affecting roads across Test Valley and the wider county, posing risks to motorists, cyclists and pedestrians, and in some cases contributing to serious injuries. RAC data showing motorists were twice as likely in 2023 to experience a breakdown caused by pothole-related wear compared with 2006. Government figures indicating the average repair bill after hitting a pothole is around £320, with some motorists facing costs exceeding £1,000. Findings from the Local Highways Maintenance Transparency report showing Hampshire repaired 32,419 highway defects in 2024/25, a fall of approximately 59% from the 79,573 repaired the previous year, with only around 22,000 defects repaired by December of the current financial year. That responsibility for highways maintenance rests with Hampshire County Council.
This Council believes:
Safe, well-maintained roads are essential for residents, businesses, public transport and emergency services. Residents are entitled to transparency and accountability on how public funds allocated for road repairs are being spent. A significant reduction in repairs despite substantial, ring-fenced government funding raises serious and legitimate questions. Test Valley Borough Council has a responsibility to advocate strongly on behalf of residents where county-level service delivery appears to be falling short. Public confidence in the highway maintenance regime must be restored.
This Council therefore resolves to:
1. Write formally to Hampshire County Council to:
Seek a clear explanation for the reported drop in road repairs and highway defect fixes across Hampshire. Request a full account of how the £132 million in government funding for highways maintenance has been allocated and spent. Ask what immediate and longer-term measures are being implemented to increase repair rates and address the backlog of potholes and road defects across the county, including within Test Valley. Seek detail on how Hampshire County Council will restore public confidence and encourage residents to report road defects.
2. Request that the response be provided in writing and shared with all Test Valley Borough Councillors and residents in the interests of transparency.
3. Call on Hampshire County Council to publish a clear action plan, with timescales and measurable targets, setting out how it will improve road conditions and ensure future highways funding is used effectively for its intended purpose.
In moving this motion, this Council affirms that residents deserve safe roads, responsible stewardship of public money, and clear answers from the authority charged with maintaining Hampshire’s highways.
During Debate Councillor K North proposed a number of amendments to the motion. The Mayor announced a 2 minute suspension of the meeting to allow Councillors time to consider the proposed amendments.
On recommencement of the meeting Councillor G Cooper proposed alterations to the motion incorporating suggested amendments. The meetings consent was signalled without discussion.
Resolved:
This Council notes with serious concern reporting that the number of road repairs carried out across Hampshire has fallen by almost 60% despite £132 million of government funding having been allocated specifically for highways maintenance, however that Hampshire County Council has only received £8.45m of the £132m ‘Network North’ funding which was committed over a 10 year period by the former Government and has been ceased by the current Government upon taking office.
This Council further notes:
· The growing number of potholes and surface defects affecting roads across Test Valley and the wider county, posing risks to motorists, cyclists and pedestrians, and in some cases contributing to serious injuries.
· RAC data showing motorists were twice as likely in 2023 to experience a breakdown caused by pothole-related wear compared with 2006.

· That responsibility for highways maintenance rests with Hampshire County Council.
· That long-term underfunding of roads nationally has led to a country-wide deterioration of the road network.
· That in 2024/2025 the UK Government collected £8.4billion in Vehicle Exercise Duty and £24.6billion in Fuel Duty.
This Council believes:
· Safe, well-maintained roads are essential for residents, businesses, public transport and emergency services.
· Residents are entitled to transparency and accountability on how public funds allocated for road repairs are being spent.
This Council therefore resolves to:
1. Write formally to Hampshire County Council to:
· Share the concern of the reported drop in Highways defect repairs across Hampshire recognising the cessation of Network North funding.
· Thank them for publishing the Local Highways Maintenance Plan detailing how the local highway network has been funded and will be repaired.
· Request future iterations of the Highways Maintenance Plan are distributed to Test Valley Borough Councillors as standard practice.
2. Request that the response be provided in writing and shared with all Test Valley Borough Councillors and residents in the interests of transparency.
3. Write to the Secretary of State for MHCLG to request funding is increased for road repairs and not just ringfenced for new infrastructure.
4. Write to the Chancellor of the Exchequer requesting 10% of all Vehicle Exercise Duty collected annually is allocated to local authorities based on the total VED collected in each local highway authority area.
In moving this motion, this Council affirms that residents deserve safe roads, responsible stewardship of public money, and clear answers from the authority charged with maintaining Hampshire’s highways.
