Minutes
Consideration was given to a report of the Planning Portfolio Holder which sought approval for public consultation on the Council’s proposed Local Plan Revised Regulation 18 document.
The Local Plan was a statutory document and a key policy document of the Council, setting out the planning framework for the Borough together with implementing the spatial aspects of the Council’s priorities, as included in the Corporate Plan 2023-27.
The Government published a revised National Planning Policy Framework (NPPF) on 12 December 2024 with a key aim of significantly increasing the delivery of homes immediately and nationally.
The revised NPPF included an amended method for calculating local housing need resulting in Test Valley’s housing mandatory need increasing from 524 to 934 homes per year representing a 78% increase in housing need.
The revised NPPF led to a substantial impact on the preparation of the Council’s draft Local Plan. The scale of the increase in homes needed in Test Valley and how this was proposed to be met meant the Council needed to repeat the Regulation 18 stage of public consultation.
The recommendations were proposed by Councillor Bundy and seconded by Councillor P North.
In accordance with Council Procedure Rule 17.4, thirteen members of the council called for a recorded vote, as some Councillors felt that the Local Plan required some different approaches and further work to ensure all possible options have been fully explored before being published for public consultation.
