Questions under Rule 11.2
Minutes
Councillor Gidley asked the Community and Leisure Portfolio Holder the following question:
Given the imminent implementation of a splash play area at Vigo Park, will a similar facility be considered in the forthcoming review of the Romsey Rapids site?”
Councillor Swain responded to advise that the review of the Romsey Sports Centre and Rapids complex, which former part of a larger strategic review of facilities in Romsey, would consider the sites future community, sporting and recreation needs at a strategic level. Provision for children and teenagers would be included within the scope of the review.
Councillor Gidley asked a supplementary question noting that the matter had been discussed at the Romsey Forum. Councillor Phil North indicated that he would seek clarification as to what had been said at that meeting and Councillor Gidley would receive a response.

Minutes
In accordance with the Council’s Public Participation Scheme, Mr Beasley made a statement on the South of Romsey Town Centre Regeneration proposal.
Consideration was given to a report of the Leader which set out the recommended approach for the regeneration of the bus station and Crosfield sites in Romsey, including the provision of a new community facility.
Delivering the redevelopment of South of Romsey Town Centre (SoRTC) had long been an ambition of the Council and Romsey Future. Extensive public engagement had been undertaken to understand the future needs of the community and inform the development of proposals. It was noted that the proposed designs would need to ensure they reflected the character of the town.
The approach set out in the report would enable the progression of the next stages of design and regeneration of the SoRTC area along with the delivery of the vision within the SoRTC Masterplan.
Councillor P North proposed, and Councillor Gwynne seconded the recommendations.
Resolved:
1. That the approach for the regeneration of the Romsey Bus Station, Broadwater Road car park and Crosfield sites be approved, as set out in section 5 of this report.
2. That £1.5M be added to the capital programme, to be funded from the Regeneration Reserve, in addition to the £2M already allocated through the Regeneration Financial Strategy (2024), to enable the completion of the design stages of the recommended approach, as set out in paragraphs 5.8-5.13 of this report.
Recommendation to Cabinet:
3. The Head of Planning Policy and Economic Development, in consultation with the Leader, Finance and Resources Portfolio Holder and Head of Finance and Revenues, be authorised to progress all design and development work necessary to enable the completion of detailed design, up to and including the submission of a planning application and stopping up order, to include production of tender documents, appointment of a contractor to develop detailed costs for construction stages.
