Minutes
The Committee considered a report of the Director of Universal Services regarding a proposal for the expansion and reconfiguration of the existing Silverlake Automotive Recycling facility. The proposal comprised the construction of new dismantling buildings, offices, research and development facilities, an electric vehicle battery removal building, associated infrastructure, parking and landscaping, together with the removal of a number of existing buildings.
The Committee received presentations from officers outlining the proposal, the site context, relevant planning history, representations received and the policy considerations. It was reported that the existing site occupied approximately 4.3 hectares, with the proposed development extending the site to approximately 12.8 hectares. It was also reported that the site was located within open countryside, outside defined settlement boundaries and within the setting of designated heritage assets.
Officers reported that, following detailed assessment, the application was recommended for refusal on policy grounds.
Members heard a series of deputations from local residents, parish councils, local businesses, elected representatives and community groups, raising concerns relating to the location of the proposal within open countryside; the scale, height and massing of the proposed buildings; impacts on landscape character and visual amenity; effects on the setting of nearby listed buildings; noise, lighting and traffic impacts; ecological considerations; and potential impacts on neighbouring rural businesses. Reference was also made to the cumulative impact of previous development at the site.
The Committee also heard a deputation on behalf of the applicant, which set out the case in support of the proposal, including the operational need to modernise and expand facilities to meet increasing demand for end-of-life vehicle and electric vehicle processing, the environmental benefits of reuse and recycling within the circular economy, and the absence of alternative suitable sites. The applicant addressed matters relating to fire safety, operational management and engagement with statutory bodies.
Members debated the application in detail. In doing so, the Committee acknowledged the importance of effective waste management and vehicle recycling infrastructure and recognised the established operation of the existing facility. However, significant concern was expressed regarding the appropriateness of the proposed expansion given its scale and location, the extent of development within open countryside, the visual and landscape impacts, and the harm identified to the character of the area and the setting of heritage assets. Members noted that, whilst need for capacity was recognised, the proposal was not considered to meet the policy tests required to justify development of this nature in this location.
Having had regard to the development plan, national policy, the officer’s report, representations received and the debate, the Committee unanimously supported the officer recommendation.
RESOLVED:
That planning permission be REFUSED for the reasons set out in the report of the Director of Universal Services.
