Retrospective application for the erection of 2no. Site Buildings at Silverlake Automotive Recycling Ltd, Row Ash, Botley Road, Southampton Shedfield SO32 2HL (No. 25/01603/HCM) WR200
The Committee received a report from the Director of Universal Services concerning a retrospective application for the erection of site buildings at Silverlake Automotive Recycling in Shedfield. Officers summarised the report, sharing details of the location of the site alongside photos of the area.
Four deputations were received from the following in opposition to the recommendation to the committee:
· A local resident.
· Cllr Francesca Byrne, Shedfield Parish Council
· Cllr Vivian Achwal, Winchester City Council
· Cllr Malcolm Wallace, Hampshire County Council
In addition, a deputation was received from the applicant.
During questions to officers, it was clarified that:
· Officers considered the conditions for a curfew in the proposed conditions and start times in the existing conditions for the wider site in relation to the lighting of the buildings to be sufficient to address the level of harm to public views.
· There had been no objection from the Environmental Health Officer in relation to noise.
During debate, members raised concerns relating to the need to balance the need of the applicant with the impact to the residents, particularly in relation to light overspill. Various methods of reducing this were raised and discussed including the use of downwards facing lights, netting and black out screens.
Cllr Parker proposed an additional condition to require only downward facing lighting, which was seconded by Cllr M Cooper, but was not agreed to form part of the substantive recommendation with a vote outcome as set out below.
Favour: 6
Against: 10
Abstentions: 0
Cllr Latham proposed an additional condition which would require additional screening as set out below, which was seconded by Cllr Quantrill and unanimously agreed to form part of the substantive recommendation.
‘Details of methods to sufficiently prevent light spill from the approved buildings when viewed outside of the site along the site’s eastern boundary shall be submitted to and approved in writing by the Waste Planning Authority. The screening shall be located within the site, between the buildings hereby approved and the inward face of the existing woodland strip. These details shall be submitted within one month of the date of this decision notice and the approved screening implemented within 2 months of the date of this condition being partially discharged.
The Waste Planning Authority shall verify the effectiveness of the implemented screening before fully discharging this condition. The screening shall be retained/maintained in place in good condition for the duration of the site operations.
Reason: In the interests of visual amenities in accordance with Policy 10 (Protecting public health, safety and amenity) of the Hampshire Minerals and Waste Plan (2013) and Policy DM19 (Development and Pollution) of the Winchester Local Plan Part 2.’
The Chairman moved to the recommendation which was voted on with the following outcome:
Favour: 15
Against: 0
Abstentions: 1
RESOLVED:
That planning permission be GRANTED subject to the conditions listed in Appendix A of the decision report and set out below:
