Minutes Erection of Sludge Storage Facility at Land to the east of Cowdown Lane just south of A303 (No. 23/02105/CMAN) TV263

The Committee received a report from the Director of Universal Services concerning a proposed sewage sludge storage facility and its associated buildings and infrastructure. The proposal sought to create a site for the collection of sewage sludge and the temporary storage of wastewater material prior to removal to the local Fullerton Sewage Treatment Works.

A deputation from the applicant was received, setting out the local need for additional capacity of this type of facility.

During questions to officers, it was clarified that:

· The junction north of the proposed location of the facility was owned by national highways and it was therefore outside the powers of the committee to propose adjustments to its use.

· Officers considered there to be no basis for concern in relation to odour, noting that all tankers and equipment were sealed and the Environmental Health Officer was satisfied with the application.

During debate, members raised concerns relating to the impact on the local housing estate both in relation to possible odour and road use. Members noted the number of objections and that these had not led to deputations being made to the committee.

Cllr Price proposed an amendment to the recommendation to provide temporary permission, which was seconded by Cllr Groves, but was not agreed to form part of the substantive recommendation with a vote outcome as set out below:

Favour: 5

Against: 9

Abstentions: 0

Following this, the Chairman moved to the recommendation which was voted on with the following outcome:

Favour: 8

Against: 0

Abstentions: 6

RESOLVED:

That planning permission be GRANTED subject to the conditions listed in Appendix A of the decision report and completion of a Section 106 agreement to secure lorry routing to restrict HGV movements at the Cowdown Lane/A3093 junction for the duration of the development and to secure the requirement for a S278 agreement for the highway works necessary for access improvements prior to commencement.
