book), which had been circulated to the Panel before the meeting.
During questions, the Panel heard:
· Youth Violence continued to be an area of focus for prevention with the Violent Crime Task Force[1] providing specialist officers across the County and Isle of Wight. Youth Justice Teams continued to support and help provide courses through the King’s Trust. Overall there had been a 69-70% reduction in reoffending.
· The Commissioner continued to lobby central government on delays with hearings across court houses in Hampshire and a lack of legal advisors to help progress things more quickly.
· Regional Organised Crime units were working on vape shops that were being set up as a front for illegal activity, and it was emphasises that there was an urgency to strength regulations in them being established.
· The Commissioner was keen to support local authorities with prevention work, which was felt to be crucial to reducing the number of young people that end up involved in crime.

Estates Strategy
The key strategic objectives for estates management were summarised, including the opening of a new occupational health building at the Netley HQ and various front counters across the County. Refurbishment and decarbonisation schemes also progressed as planned.
In response to questions, the Panel heard:
· Updates around front counters in Farnborough and Fleet would be picked up offline with local Members
· Bitterne Police Station had been closed for many years and whilst there were plans to demolish the building, the land would be kept due to the value and location.
· The Commissioner shared that the closing of custody suites in the past before her tenure had not been decision she supported and had resulted in many inefficiencies.
· Whilst Estates was something that was managed by the Constabulary in some areas nationally, it was felt that it was best managed by the OPCC in Hampshire and the Isle Of Wight for better consistency and overview.
Public Engagement Members were taken through a presentation on Contact Management response times, Grade 1 and 2 attended incidents, victim satisfaction and Trust and Confidence focus groups.
In response to questions, the Panel heard:
· The speed of answering emergency calls remained better than the national average.
· The automated message when making a call offered guidance for reporting online, which is often done and therefore can be misleading as to the cause of abandoned calls.
· The digital ‘Bobbi’ bot online was proving a big success in guiding visitors to the website.
· Crimes that were a great risk and those that were of concern to residents were sometimes very different, and the quarterly surveys helped shape what focus groups concentrated on.
· Grade 1 and 2 incidents had increased in 2025, which had been a national trend, partly related to the increase in protests taking place.
RESOLVED:
The updates on Estates Strategy and Public Engagement were noted by the Panel.
- Document Work Programme 06 Mar 2026
The following items were discussed for inclusion in the work programme:
Informal briefings by the OPCC on Serious and Organised Crime and the impacts of Local Government Reorganisation (LGR)
It was noted that recruitment and retention had been discussed at the previous meeting and a further update would follow in due course.
RESOLVED:
The work programme was agreed.
