book), which had been circulated to the Panel before the meeting.
Members thanked the Commissioner and there were no questions.
- Document Report 23 Jan 2026
- Document Police and Crime Panel Letter to Commissioner on Precept 23 Jan 2026
The report was summarised, and it was highlighted that the grant settlement had been confirmed as £301.8m. This was lower than had been anticipated and with the pay inflation already being confirmed as 4.2%, it resulted in a definite for the Force in the medium term and an estimated £25.2m deficit by 2029/30.
The Panel was pleased that the capital programme mostly invested in the estate with no new borrowing planned.
The Chief Constable shared that incident demand had increased 7.4% over the past year with 14,000 more Grade 1 (999) calls being received, however, crime had reduced by 1.5%. There had also been an increased demand of the Police at protests, which had increased 32% over the past two years and would likely continue for the foreseeable future.
AI was a focus looking forward, with potential opportunities to free up officer time. A new ‘Bobbi’ chatbot introduced in November was proving to be successful. An innovation fund available to the Force enabled it to be dynamic and reaction to further opportunities that may arise.
During questions, the following was confirmed:
- If the precept could not be agreed then the proposed 36 additional Police Officer roles would not be able to be fulfilled and there would be risk of losing Police Community Support Officers.
- A funding review was anticipated, which had been lobbied for by the Police and Crime Commissioner over many years and would hopefully assist in Hampshire and the Isle of Wight receiving a larger share of grant money after a review.
- The Police Reform White Paper[1] was welcomed and the Constabulary looked forward to responding as part of the consultation.
- Currently around 25 staff a month were being lost, mostly down to retirement, and a new Head of Recruitment would soon be in post. The Commissioner acknowledged concerns regarding recruitment in the Rushmoor area and would follow up with Councillor Guinness following the meeting.
- AI development did come with ethical guidance and it was crucial to be open and transparent as it was developed and consult with the public on their opinions on its usage.
RESOLVED
The Panel:
a) Supported the proposed precept increase of £15 for Band D properties (5.45%), which is the equivalent of £1.25 per month, or 30p per week. The increase of £15 being the amount that the Government expects all PCCs to increase their council tax precept by in order to deliver the levels of policing expected by the public.
b) Noted that 61% of households across Hampshire & IoW (HIOW) were in properties in council tax bands A-C, and, therefore, the majority of council tax payers would see a precept increase of less than £15 per annum.
c) Noted that the precept in Hampshire and the Isle of Wight (HIOW) in 24/25 was set at £10 due to the cost of living pressures at the time. That was the lowest increase in the country. HIOW remained below the national average in 25/26 by £12.62. As all PCCs were expected to increase council tax precept by £15, it was highly likely that an increase of £15 will mean that the HIOW precept level would continue to be below the national average.
d) Noted that consultation had been undertaken to determine the public support for a precept increase, and that the outcome of the consultation showed that there was support for a precept increase.
e) Noted the recommendations from the Chief Constable on the operational requirements and the request that the PCC supported a precept increase to enable the delivery of those requirements, as set out in Appendix A.
