Minutes
10.12am Cllr Meenaghan, Vice Chairman chaired agenda item 6 “Report of the HASC SP25 Phase 2 Task and Finish Working Group.
The Vice Chairman invited the Task and Finish Working Group (T&FG) Chairman (Cllr Bill Withers) to give an introduction and summary of the work undertaken. Terms of reference were shared and the outline of work undertaken by the group. This included scrutiny of the approach and outcomes of the Consultation of the Adult Health and Care future proposals under the 2025 Savings Programme.
In addition to the officer recommendations to Cabinet, as contained in the report, the T&FG reflected on what they had seen, heard and read and for those reasons made the following additional recommendations which were considered:
In respect of the Older Adults Day Services at Chesil Lodge (Winchester) and Newman Court (Basingstoke), the Working Group further recommends:
That the County Council should only withdraw from the delivery of these services once a suitable alternative provider(s) is in place, ensuring, as far as possible, that there is no gap in service provision.
That the County Council re-opens admissions to the service to ensure those that may benefit from it can do so at the earliest opportunity.
In view of the high value placed by service users on the additional personal support and advocacy offered in the Day Centres, the Working Group recommends that the procurement process should give weight to organisations who offer similar services.
RESOLVED: That the Health and Adult Social Care Committee noted:
1. That the cross-party Working Group held 5 meetings between March 2025 and July 2025 and had the opportunity to discuss the consultation process and the consultation feedback.
2. That following this scrutiny the Working Group unanimously agreed that the Consultation had been a comprehensive process which had given residents the information and opportunity to make reasoned responses and that it provided the County Council with the necessary information to consider the impacts of the proposal on the residents of Hampshire.
3. The cross-party Working Group acknowledges the significant value of the services currently delivered by the County Council, particularly to those who rely on them. However, in light of the current financial challenges, the Group recognises the necessity of identifying savings
4. It is the view of the Working Group that the continued delivery of these services by an alternative external provider could enhance accessibility and support a wider range of needs within the community.
5. Therefore, the Working Group recommends that the County Council explores the procurement of an external organisation to assume responsibility for delivering the services in situ—subject to the agreement of the current scheme landlords. The aim of this approach is to sustain and expand the services, enabling them to benefit a greater number of residents.
6. That the existing HCC Care and Support staff teams have provided a good service, and it is the hope of the Working Group that they have the opportunity to move across to the new service provided by the independent sector should they wish to do so, in accordance with relevant TUPE legislation.
7. In respect of the Older Adults Day Services at Chesil Lodge (Winchester) and Newman Court (Basingstoke), the Working Group further recommends:
· That the County Council should only withdraw from the delivery of these services once a suitable alternative provider(s) is in place, ensuring, as far as possible, that there is no gap in service provision.

Minutes
The Select Committee received a report of the Chief Executive that outlined a series of Saving Programme 2025 (SP25) Phase 2 recommendations to the Cabinet. Of the 4 recommendations contained in the Cabinet report, the service area proposals related to this committee were as follows:
· Appendix 2 – Older Adults Day Services
The Select Committee considered Appendix 2, in conjunction with the
covering report and draft Cabinet report, related to SP25 Proposal Adult’s Day Services (Item 6 in the Minute Book).
The Chairman invited the Director of Adults’ Health and Care to introduce
the report. When it was confirmed that following the initial Phase 1 savings proposals it had been necessary to conduct and identify further savings within the non-statutory functions across the County Council. Phase 2 savings had identified 4 proposals for consideration by the Cabinet of which one proposal was within the remit of this Select Committee – Older Adult’s Day Services.
The Select Committee heard:
- Reasons for the officer recommendations were shared.
- The County Council as the operator of two adult day care centres had identified annual savings of £210K if operations ceased (19 day care facilities across the County are already operated by an independent provider).
- Recognition that an independent provider would retain existing standards and enhance the offer to attract a wider user group.
- Beyond the deadline of January 2026 deadline if no provider is found, the service would continue, referrals would be accepted and assessments undertaken.
- If no provider was found the service would continue with an increase in the day rate for users to ensure that the system would be financial viable.
- Taking into account the outcome of the consultation exercise when voices were heard from service users, carers and staff etc, scrutiny, review, and comments of the T&FG resulted in the original officer recommendations being amended to capture those considerations
- Staff would be the subject of TUPE, resulting in a consistent level of service and retainment of familiarity for service users.
- Transport had been considered and was included in the all future planning of the service.
Cllr Russell Oppenheimer, Executive Member for Health and Wellbeing assured the Select Committee that once the decision had been taken by the Cabinet that Members would be informed of the outcome and how the decision had been taken forward.
The officer recommendations to Cabinet as contained in the report were as follows:
