Minutes
Consideration was given to the report of the Head of Development Management.
26/00007/FULL - ERECTION OF NEW BUILDING TO FORM A BOAT SHED AND FABRICATION WAREHOUSE WITH ASSOCIATED STAFF FACILITIES, AND ALTERATIONS TO EXISTING BUILDING (48) TO INSTALL NEW DOOR OPENINGS TO PROVIDE ACCESS (CONSERVATION AREA) (as amplified and amended by information received 31.03.26 and 16.04.26)
Victoria Quay Weevil Lane Gosport Hampshire
The Board was advised that Victoria Quay sat as part of the wider Royal Clarence Yard Development and that it was an existing marine employment site.
A Member sought clarification on the documents that were referred to and it was confirmed that these were the application plans.
It was also confirmed to Members that there was no parking available as part of the proposal and that this would be taken into account as part of the travel plan including links to cycle paths and bus routes.
Members were advised that it was not possible to limit apprenticeships to the residents of Gosport but acknowledged that the fact that there was no parking on site may discourage those outside of the Borough.
A Member questioned whether the proposed cladding material would be suitable, as the manufacturers website indicates that the material underperformed in coastal areas.
The Board was advised that it was hoped the architect had considered this in their planning and subsequent application and that it was a private development that would need to maintain the proposed building going forward. In addition it was noted that UK Docks had significant experience of development in coastal areas.
Members recognised the importance of job creation and the value of apprenticeships.
It was recognised that there was no guarantee of the jobs, but also acknowledged that without approval of the application there would be no chance of jobs.
The Planning Officer’s reiterated that the architect was responsible for proposing suitable material and that ongoing maintenance would sit with the applicant. Members felt that the applicant had considered any risk and that it was a private investment into the site.
Members recognised UK Docks experience in coastal developments, the public transport links to the site, and whilst lack of parking presented difficulty, the opportunity was good.
RESOLVED: That application 26/00007/FULL be approved, subject to the conditions in the report of the Head of Development Management.
25/00345/FULL - CONVERSION OF EXISTING OFFICE BUILDING INTO 6 FLATS, ERECTION OF SINGLE STOREY FRONT EXTENSION WITH BALCONY, WITH ASSOCIATED CAR PARKING, CYCLE AND REFUSE STORAGE (as amended by plans received 23.04.26 and 20.05.26)
37 - 39 MumbyRoad Gosport Hampshire PO12 1AA
Morgan Sheldon and Sarah Roberts were invited to address the Board.
Morgan Sheldon advised that he had bought the property in 2022 when it was vacant and in a poor state and that, it was the original Charles Mumby Mineral Water Building, and that Mumby Road was its namesake. He had undertaken significant investment in the building and had tried to make it work commercially but it was not viable. He would oversee the development personally and had worked hard to retain the historical features of the site.
Sarah Roberts advised the Board that she was delighted that the planning officers had recommended approval, the proposal was to sensitively convert the building into 6 flats which would support the Council’s desire for residential in sustainable areas such as this site in the Town Centre. It was a highly sustainable site with good public transport links to buses and the Gosport Ferry, the development would contribute towards carbon net zero objectives and utilised the existing building, rather than demolishing and rebuilding. There was a commitment to retaining the heritage of the site and consultation had been undertaken with the neighbours under LP10 and amendments such as a reduction in balcony size to reduce overlooking had been implemented.
Consideration had been given to the glazing used on the side widows and there had been no objections from statutory consultees. In addition, there was commitment to nitrogen neutrality and wildlife mitigation.
In answer to a Member’s question, the Board was advised that discussions were taking place with local museums to rehouse the wheel from the property; it was believed this had been used to draw water from the well.
Members appreciated the respect for the heritage of the building and were advised by the applicant that the location of the site had made it difficult to sustain commercial use.
The applicant reiterated that they had invested significant time and money into the proposal and felt this was the best outcome.
RESOLVED That application 25/00345/FULL be approved subject to the conditions in the report of the Head of Development Management.
