Minutes
Consideration was given to a report of the Head of Development Management seeking authorisation to modify the Legal Agreements made pursuant to Section 106 of the Town and Country Planning Act 1990 (as amended) for the development at Fort Gilkicker, William Jervois Way, Gosport.
It was confirmed that the request was for a reduction in the height of the viewing mounds, exposing more of the brickwork, creating a greater separation to the Fort walls. In addition it was proposed that the Interpretation Centre be relocated from the old guard cell, to the building on the outside of the Fort.
It was agreed that both proposals were sensible, noting the support of external bodies.
RESOLVED:
That the Board grant delegated authority to the Borough Solicitor, in consultation with the Head of Development Management, to amend the requirements of the ‘Public Access Works’ and ‘Interpretation Centre and Parade Ground’ clauses of the Section 106 Agreements for planning permissions 13/00312/EXT and 16/00444/VOC.

Royal Hospital Haslar Haslar Road Gosport Hampshire PO12 2AA
Members of the Board had attended a site visit to view the site and the locations of the proposals.
The application presented was the fourth and final reserved matters application since the initial outline applications were approved in 2014. Initially parameters and quantums had been agreed and the application presented was providing detail.
The Board were provided with a description of the proposals, including landscaping and the conversion of existing buildings. It was noted that the former Errol Hall would be converted into a pub/restaurant and that there would be a provision of a hotel and leisure complex, as well as a veteran’s centre and a pharmacy.
Eamonn Prenter was invited to address the Board. He advised that this application would put flesh on the bones of the outline application and that a significant amount of work had been undertaken with heritage officers to protect important parts of the site. It was noted that concern had been expressed that a play park would lead to a holiday camp feel, this was not the case.
The applicants were sensitive to the needs of existing residents and work had been undertaken to increase their privacy. This included additional signage.
In addition, the proprietors of the Coffee Quarters advised that they had been asked to provide a coffee and cake pop up but that it had been so successful they now hoped to run the bar and the steakhouse.
In answer to a Member’s question the Board was advised that the restaurant was located close to the entrance with its own car park and there would be no need for patrons to enter the wider site.
A Member questioned how it would be communicated that access to the shoreline would be closed from dusk and it was advised that this would be made clear.
Members welcomed the proposals and the development of the important site, it would bring residential use and employment to the site. It was hoped that bus service provision could be returned but accepted this was outside of the control of the Council.
The Board was advised that there would be a heritage centre and that this would be open to the public.
Members acknowledged that it would be great to see the end result of the project which would be an asset to Gosport
RESOVLED: That application 24/00313/DETS be approved subject to the conditions in the report of the Head of Development Management.
25/00350/VOC- REMOVAL OF CONDITION 9 OF PLANNING PERMISSION 24/00362/FULL TO ALLOW RETENTION OF EXISTING ACCESS POINT RELATING TO - ERECTION OF SINGLE STOREY EXTENSIONS 'ANNEX' AND CANOPIES TO EXISTING HALL, INSTALLATION OF IN-ROOF SOLAR PANELS WITH ASSOCIATED HARD AND SOFT LANDSCAPING (CONSERVATION AREA)
St Marys Church Parish Centre Green Road Gosport Hampshire PO12 2ET
The Board was advised that the there was an update in that the 26 car parking spaces had been reduced to 23, and that there had been a change in layout to increase the turning circle and retain existing trees. This did not impact on the officer’s recommendation.
Graham Bell was invited to address the Board and advised that he was there to explain the importance of the proposal and answer any questions.
The proposal would allow for a drop off zone to support those using the centre, including hirers and facilitate waste collections. It would also provide an area suitable for buggies and mobility scooters.
There was no highway objection and the car park reduced the need for on road parking. The spaces had been reduced to facilitate the retention of existing trees within the site and double yellow lines had been installed in line with the Traffic Regulation Order. It was confirmed that the new condition 9, as set out in the recommendation, was acceptable.
It was confirmed that in the interim there would be no amendments to the surface but that it would be fully re-laid on completion of the project.
Members recognised the benefits the proposals would have and that the hall would be beneficial for the local community. All of the spaces provided would be valuable and it was recognised that the spaces lost on the road would be compensated by the additional spaces within the recently constructed car park.
RESOLVED: That application 25/00350/VOC be approved, subject to the conditions in the report of the Head of Development Management.
25/00372/VOC- VARIATION OF CONDITION 18 OF PLANNING PERMISSION 13/00411/OUT TO ALLOW EXTENDED OPENING HOURS - PLANNING PERMISSION 13/00411/OUT RELATED TO THE ERECTION OF DRIVE-THROUGH RESTAURANT (CLASS A3/A5) AND DRIVE-THROUGH COFFEE SHOP (CLASS A3/A5) WITH ASSOCIATED ACCESS AND CAR PARKING (as amplified by information received 24.02.26)
Unit 1 (KFC) Fareham Trade Park Lederle Lane Gosport Hampshire PO13 0FE
The Board was advised that the application was for a variation of conditions, and that it was the first request for a variation. In answer to a Members question as to whether there were any other similar opening hours the Board was advised that it was believed that there was a 24 hour access storage unit in the localty.
The empty unit’s current conditions were the same as the conditions on the KFC and they would be required to request an amendment to their conditions should they wish to match any amendment agreed for KFC.
Adam Beamish was invited to address the Board. He advised that a noise survey had been undertaken at the times of the proposed extended hours and the ambient noise of the Fareham Road traffic was 54db. KFC had acknowledge that improvement needed to be made in their litter management and it was advised that the submitted litter management plan would be a condition of any permission.
It was confirmed that the noise survey was undertaken between 10:45pm and 2am so was realistic and accurate. A Member advised that they felt it should have been undertaken between 10pm and 11am when the site was currently open to show the impact of the facility being open on neighbours.
There was concern on the impact of the bungalows on Lederle Lane, particularly that as they had also been impacted by Fleetlands FC.
The significant issues came from noise from cars, people exiting vehicles, shouting, banging car doors, and there were concerns that this would continue until the early hours with any extended opening. Issues have been continually raised with the management with no improvement. The litter issue extended beyond the limit of the perimeter of the site, onto Lederle Lane, the A32 and beyond. Previously when challenged, the restaurant had said they were not resourced to support litter picking.
The agent advised that it both of these were known issues and were being addressed with the management. The employees could not enter private property to clear litter from there. It was also hoped that litter bins were those that could not be penetrated by foxes or seagulls. It was felt that the operators had a duty of care to protect the residents.
It was hoped that signage could also be erected reminding patrons to dispose of litter.
It was confirmed that the litter management plan would cover 4 collections a day but that it would be not be undertaken in the hours of darkness.
Some Members were apprehensive about approving the proposal on the basis that the litter issue was not being addressed currently and there were noise issues. It was confirmed that no formal noise issue complaints had been received. Concerns were expressed that if permission was granted, the only claw back would be through enforcement action which could be lengthy.
It was suggested that the approval be temporary for a year and the agent confirmed that this would be acceptable.
Members accepted that there was a balance to be found and that the main impact would be on the two bungalows, rather than the properties on the A32. It was acknowledged that there would also be additional employments and food options for shift workers.
It was reiterated that the most significant noise came from the cars and their occupants.
It was proposed and seconded that the approval be granted on a temporary basis for a period of 12 months.
RESOLVED: That application 25/00372/VOC be approved for a temporary period of 12 months subject to the conditions in the report of the Head of Development Management.
26/00030/GR3 - CHANGE OF USE TO 13-BEDROOM HOSTEL (CONSERVATION AREA)
57-59 Bury Road Gosport Hampshire PO12 3UE
The Board was advised that the recommendation was subject to no objection from Natural England on the Local Planning Authority’s Habitats Regulations Assessment.
The Board was advised by the Leader of the Council that the proposal was much needed, and that a lot of work had gone into procuring the hostel, this would reduce the amount of B and B accommodation needed and would provide short to medium term accommodation. It would not be a hostel that people would be able to turn up to, those in residence would be referred from the Council.
Hostel accommodation was in short supply and people were often sent out of area at great cost.
It was understandable that residents have concerns, the hostel would be managed in a similar way to Agnew and Barclay House. There would be a presence of staff seven days a week during working hours and an ability to respond 24/7 to any incidents. There would be 24/7 CCTV on site.
RESOLVED: That application 26/00030/GR3 be approved subject to the conditions in the report of the Head of Development Management
