Minutes
Consideration was given to the reports of the Head of Development Management.
25/00066/FULL - CONSTRUCTION OF FIRST FLOOR REAR EXTENSION ABOVE EXISTING REAR PROJECTION, ALTERATIONS TO FRONT ELEVATION TO INCLUDE NEW SHOPFRONT, CHANGES TO FENESTRATION, INSTALLATION OF SOLAR PV AND CHANGE OF USE OF PART TO FORM HOUSE IN MULTIPLE OCCUPATION (CLASS C4) WITH ASSOCIATED BIN & BICYCLE STORAGE (Amended drawings and Description of Development 28.10.2025)
9 Stoke Road Gosport Hampshire PO12 1LT
The Board was advised that the application had been submitted, but that due to the reduction in the number of bedrooms, the proposal could be undertaken using a less direct route, utilising permitted development rights.
Mr Porter was invited to address the Board. He advised he was the agent for the proposal.
He advised the Board that there was the provision of bike and refuse stores, and an increase to the rear of the property in the form of a first floor extension. The property was located within the Stoke Road Conservation Area and the frontage of the building would be retained and that the proposal represented a positive change. The accommodation was within walking distance of transport links and there would be no harm or loss to the surrounding areas.
Members expressed concern that there was no parking on site and that previously approved HMOs had all required parking, they also reiterated the importance of retaining the frontage.
Members acknowledged that the proposal was for single rooms, and questioned how this could be managed. The Board was advised that the property would need to be licensed as a HMO and although physical occupancy could not be controlled, the design of the rooms was such that they would be single rooms and not design for twin occupancy, any breach of this would need to be dealt with within the remit of the tenancy.
Members acknowledged that the Gosport Society had objected to the proposal and that changes had been made as a result of negotiation which had reduced the parking provision as a result. Members expressed concern regarding the availability of parking in the area as which is limited timing, or already busy.
It was reiterated that the scheme had previously included one parking space, but that these had been removed as a result of a requested redesign to accommodate bin and bicycle stores. The Board was also advised that access to the front unit would continue from the front of the property.
It was confirmed that the retail unit had never had the use of parking to the rear.
Members acknowledged that parking was always an issue with HMO’s and that it would continue to be. There will always be a need for parking spaces, but there was a greater need for housing and sometime compromises needed to be made to accommodate them and if there was not parking spaces, sometimes this had to be accepted.
It was acknowledged that this application was not in the Town Centre with direct access to long stay car parks.
It was also noted that a larger HMO (18-beds) had been refused in close proximity to the property. However, it was recognised that the proposal was for a much smaller HMO which would not generate the same demand for parking.
RESOLVED: That application 25/00066/FULL be approved subject to the conditions in the report of the Head of Development Management.
25/00214/FULL - CHANGE OF USE OF FIRST FLOOR AND PART OF GROUND FLOOR FROM COMMERCIAL (CLASS E) TO A 9 BEDROOM HOUSE IN MULTIPLE OCCUPATION (HMO) (SUI-GENERIS), EXTERNAL ALTERATIONS TO INCLUDE ERECTION OF FIRST FLOOR FRONT AND REAR EXTENSIONS, NEW CYCLE STORAGE, BIN STORAGE AND FORMALISED PARKING, WITH A NEW PEDESTRIAN ACCESS FROM THORNGATE WAY (CONSERVATION AREA) (as amplified by information received 16.10.25 and amended by plans received 11.12.25)
135 High Street Gosport Hampshire PO12 1EA
The Board was advised that the rear yard to the proposal would be retained.
Mr Tutton was invited to address the Board. He advised that he was speaking on behalf of the applicant. He advised the Board that the proposal was for a 9 bed HMO and that the retail units would be retained.
The HMO would meet specifications and would have individual toilets and basins, with storage space and shared kitchens. The location on the High Street was accessible to public transport and the provision exceed prescribed amenity space. It would enhance the viability and vitality of the area and meet a modest contribution towards the housing targets.
It would be good quality housing and help improve life and community space.
In answer to a Members question the Board was advised that there was two parking spaces that would be available on a first come first served basis.
The first floor was currently used as storage but not required and the proposal made the retail units sustainable whilst providing much needed accommodation.
Councillor Meenaghan was invited to address the Board. She advised that she wanted to speak in support of the application and the positive impact it would have on the area. The applicant had a track record of quality developments in Gosport and was in conversation with BAE to support workers there with accommodation. The property would be walking distance from the ferry and provide quality accommodation. In addition it was near bus routes and long stay car parks.
A Member expressed concern that retail space was being reduced which would prevent larger stores from wanting to retail there. Other Members felt that the proposal would increase footfall and spend in the High Street.
Members were advised that retailers do not require permission to subdivide larger units and did not require such large back office space anymore, and that the proposal was important to add improvement to the High Street.
Members reiterated their concerns around parking but it was noted there was a large number of parking spaces in Council car parks local to the site
RESOLVED: That application 25/00214/FULL be approved subject to the conditions in the report of the Head of Development Management.
25/00316/FULL - ERECTION OF TWO-STOREY EXTENSION TO THE NORTH ELEVATION TO PROVIDE 8NO. ADDITIONAL BEDROOMS AND A NEW COMMUNAL DAY SPACE, AND LANDSCAPING ENHANCEMENTS
Thalassa Nursing Home 79 Western Way Gosport Hampshire PO12 2NF
Julian Boswell was invited to address the Board, he advised he was speaking as the agenda on the application and welcomed the officer’s report in explaining how the scheme integrated with the existing building and the importance of the home within the local area. There was an increase in need for such care provisions and the addition of the proposal would add additional beds to a well-established home.
The proposal was to the rear of the existing site and would sit at a lowered position to the properties adjacent to it, access to the site would be from Jellicoe Avenue, through the applicant’s bungalow.
The building was unique in that the corridors were on the external walls, and as a result the proposal access was already in situ.
There would be a management plan for the proposal works, agreed as part of any planning approval.
In answer to a Member’s question the Board was advised that standard construction working hours tended to be within a 7-7.30 am start and a 4-4.30pm finish, with work permitted on Saturday mornings. It was also advised that the work would take approximately 8 months. It was reiterated that the proposal would not overlook neighbouring gardens as it was sunken and there would be an internal courtyard to the proposal.
The Planning Officer advised that it would be acceptable and usual for any condition on construction hours to be 8am to 6pm Monday to Friday and 8am to 1.30pm on a Saturday and Members welcomed these restriction. A Member advised that they felt a site visit was beneficial but other Members felt that the proposal was acceptable, and that the design would lead to minimal impact on neighbours.
Members felt it was important that the applicant communicated with the neighbours throughout the project.
RESOLVED: That application 25/000316/FULL be approved subject to the conditions in the report of the Head of Development Management.
25/00320/FULL - INSTALLATION OF BOUNDARY FENCE AT REAR OF SITE (LISTED BUILDING IN CONSERVATION AREA)
Diving Museum No 2 Battery Stokes Bay Road Gosport Hampshire PO12 2QT
Consideration was given to the report of the Head of Development Management, it was confirmed that a Listed Building application is not required as the fencing would inotadjoin touch the building.
RESOLVED: That application 25/00320/FULL be approved subject to the conditions in the report of the Head of Development Management.
25/00367/LBA - LISTED BUILDING APPLICATION - INSTALLATION OF SERVICE CABLING TRAYS AND TRUNKING (RETROSPECTIVE) (CONSERVA TION AREA)
Diving Museum No 2 Battery Stokes Bay Road Gosport Hampshire PO12 2QT
The Board was advised that the application was retrospective as it had initially been thought that consent had been granted as part of previous approvals. Members complimented the excellent job that had been undertaken in restoring the museum.
