6 Licensing Policy
The Council is required to determine and publish every 5 years a statement of licencing policy in relation to the exercise of its functions under the Licensing Act 2003. The purpose of this report is to bring before the Regulatory Board the draft reviewed Licensing Policy Consultation Document and to approve it for statutory consultation.

Minutes Consideration was given to a report by the Head of Environmental Health (HOEH) bringing before the Regulatory Board the draft reviewed Licensing Policy Consultation Document to approve it for statutory consultation.

The HOEH introduced the report by reminding Members that the Licensing Policy needs to be reviewed every 5 years. Approval to initiate the necessary consultation is sought from the Board, with a view to bringing the policy back to Board before going on to Council by March 2026.

Members were advised that there were no substantive changes to the policy, and appendix B of the report provided a summary of the changes.

In answer to a Members question, the HOEH advised that reports produced for future licensing sub boards might include more local health data, which in itself may not provide a reason to decline an application, may however justify additional conditions.

RESOLVED:

·That members' views and comments were taken into account in considering the current Licensing Policy Consultation Document, attached as Appendix A to the report.

· That the consultation exercise on the Licensing Policy commenced at this meeting and will continue until 17th December 2025.

· That a further report on the Licensing Policy, which details outcomes from the consultation process, will be presented to the Regulatory Board on 28th January 2026 for recommendation to Full Council.

· That the Policy be presented to Full council at its meeting on 4th February 2026 for adoption.
7 Report of the Development Manager
To consider the report of the Development Manager

Minutes 25/0008/FULL-CONVERSION OF BUILDING TO FORM SEVEN DWELLINGS (CLASS C3), CHANGES TO FENESTRATION AND ASSOCIATED WORKS (amended documents received 18.8.25, 1.9.25 & 18.9.25)

33 Ham Lane Gosport Hampshire PO12 4AN

Members were advised by the applicant that the conversion of the currently empty building would create 7 affordable properties for rent, with sole nomination for GBC tenants. Work would include lowering the internal floor to create the space for a mezzanine.

In answer to a Member’s question, the applicant explained that the communal garden and its usage would be firmly managed by Vivid under their house rules, but that residents would be able to use the space for washing and children’s play equipment.

Members were advised that each unit within the property would have an allocated parking space, and the eighth would be for visitors. This area would also be managed by Vivid‘s tenancy enforcement officers. Statistics presented by the applicant showed that developments such as this attracted tenants with much lower levels of car ownership. All tenants would be aware of the parking situation before agreeing to take the property, and this may inform their decision.

Members felt that previous developments with similar parking allocations had been refused, but agreed that each such application should be considered on its own merits as availability of other on street parking or access to public transport may have a bearing on the decision. The need for quality housing may sometimes outweigh concerns on parking.

Officers reassured Members that the current provision for refuse bins was ample, and there were pockets of space that could be brought into use should the future requirements for additional recycling and food waste collections become an issue.

RESOLVED: That planning application 25/00008/FULL be approved, subject to the conditions in the report of the Development Manager.

25/00279/FULL EXTERNAL ALTERATIONS AND ADDITIONS TO INCLUDE FOUR AIR SOURCE HEAT PUMPS, TWO METAL STORAGE BUILDINGS, ONE METAL STORAGE BIN, A FREESTANDING CLIMBING WALL, ENLARGEMENT OF HARDSTANDING AND RELOCATION OF FLOODLIGHTING (As amended 6.10.25, 8.10.25 & 9.10.25)

Scout Hut Acorn Close Gosport Hampshire PO13 0DA

Members were advised that the application was for additions to an existing Scout Hut, that had been in its current location since 1972.

Members felt that facilities for young people that offered activities and development should be encouraged, and the volunteers congratulated and supported. It was felt that it was better for children to be spending time at these sort of facilities than on the streets.

RESOLVED: That planning application 25/00279/FULL be approved subject to the conditions in the report of the Development Manager
8 Any Other Items
Minutes The Chairman wished to advise Members that during meetings to discuss the Local Plan, he had become aware that a high number of High Street HMO tenants had purchased GBC parking permits. With the potential increase in the number of HMOs, he wondered how sustainable that was and whether or not the Board needed to address the issue in some way.

The HOEH advised Members that the government was in the process of introducing new legislation and regulations for the Private Rental Sector including HMO’s, and his advice was to wait for the outcome of these changes as they may have an impact on the number of people wanting to become or remain landlords.

It was agreed to hold a watching brief on the legislation changes.
