Progress in decarbonising the public transport network was also highlighted, including the introduction of electric buses and associated infrastructure.
Recognition was given to the M27 Junction 10 project, which had received Construction Project of the Year at the Central South Business Awards 2026, reflecting high standards of delivery and project management. In addition, achievements of individual officers were acknowledged. Further recognition was given to the Council’s Property Services team, who had received an award for restoration work at the Grade I listed Great Barn at Basing House.

The Leader reflected on the recent local elections, noting increased voter turnout in some areas and recognising that residents had expressed a range of views through their votes. The Leader confirmed his intention to lead a collegiate, cooperative and transparent administration, working constructively with all Members and engaging with residents, partners and communities. He highlighted that while political differences were inevitable, the primary responsibility of the Council was to deliver effective services and improved outcomes.
In setting out priorities for the administration, the Leader confirmed that the Council would seek to represent Hampshire’s interests in relation to Local Government Reorganisation and would pursue a Judicial Review of the outcome, citing the significance of the proposals for residents, services, finances and the identity of the county. He emphasised that such changes must be lawful, evidence-based and in the best interests of residents.
The Leader also outlined a commitment to invest in the county’s highways, noting that road maintenance and the condition of the network were key concerns for residents. It was reported that £15 million would be invested in road resilience works to improve safety and reduce the need for repeated short-term repairs. The Leader further indicated that the Council would take a firm approach with utility companies to ensure that roadworks were properly managed and that highways were restored to an appropriate standard.
In relation to environmental and planning matters, the Leader emphasised the importance of protecting Hampshire’s natural environment, including its countryside, coastlines and communities. He stated that the Council would resist inappropriate development and advocate for sustainable growth supported by adequate infrastructure. The Leader also highlighted the need to ensure that housing development was accompanied by necessary services such as transport, education and healthcare provision.
The Leader confirmed the Council’s intention to support local businesses and economic growth, recognising the contribution of a wide range of enterprises to the county’s economy. He noted that the Council would work with partners to promote skills, apprenticeships, and high street regeneration, and would support the establishment of the combined authority as an opportunity to further these aims.
Attention was also given to the Council’s financial position, with the Leader noting the significant and increasing pressures across Adult Social Care, Children’s Services and Special Educational Needs provision. He emphasised the Council’s duty to provide these essential services and confirmed that the administration would prioritise frontline delivery, maintain transparency in decision-making, and continue to seek efficiencies while advocating for fairer funding.
In concluding, the Leader reaffirmed his commitment to openness, constructive working across political groups, and respect for scrutiny. He acknowledged the strengths of Hampshire, including its workforce, communities and voluntary sector, and emphasised that the role of the Council was to serve residents. He encouraged all Members to work together with professionalism and determination to deliver positive outcomes for the people of Hampshire.
