Call-In - Vyne Meadow Car Park
Contact Officer: Grant Thornton
This report addresses the issues raised in the call-in request form in relation to Cabinet’s decision to agree in principle to support the disposal via a conditional land sale of Vyne Meadow car park to a Preferred Partner Registered Provider (PPRP) for less than best consideration, upon the basis the disposal is likely to contribute to the improvement of the economic, social and environmental wellbeing of the area and its residents, pursuant to S123 Local Government Act 1972 to enable the delivery of affordable housing on the basis that the car park is surplus to the Council’s operational requirements.

Minutes
The Committee considered a call-in request relating to Cabinet’s decision on the 9 July 2026 to agree in principle to support the disposal, through a conditional land sale, of Vyne Meadow Car Park to a Preferred Partner Registered Provider for the delivery of affordable housing.
The Chair explained the call-in procedure and the Committee’s available options, which were to either take no further action in respect of the decision or to refer the matter back to Cabinet for reconsideration.
The Director of Resident Services gave the Committee a presentation which set out the background to the accelerated affordable housing programme, the borough’s affordable housing need, the assessment process undertaken in identifying potential council-owned sites and the reasons why Vyne Meadow had been identified as a potential site.
The Committee then received representations from the signatories for the call-in request.
The signatories expressed concern regarding the evidence underpinning Cabinet’s decision, particularly in relation to whether the site was surplus to operational requirements, whether there was sufficient justification for a disposal at less than best consideration, and whether all reasonable options for the site had been fully explored before the Cabinet reached its decision.
The signatories also discussed the consultation process, the future parking demand the importance of ensuring public confidence in the decision-making process.
In response, The Cabinet Member for Finance and Property highlighted the Council’s long-standing commitment to accelerating the delivery of affordable housing, noting that it had formed part of Council motions, Council Plan priorities and scrutiny committees reports over the previous years.
It was explained that the assessment of council-owned sites had been undertaken specifically to identify opportunities to support affordable housing delivery, and that Vyne Meadow had emerged as the only remaining viable site following the assessment process.
The Cabinet Member for Finance and Property further emphasised that the called in decision was an in-principal decision and that further scrutiny and approvals would be required should a viable scheme progress.
The Committee explored a number of issues including:
The application of Section 123 and the process for an independent valuation if a preferred scheme emerged.
The assessment of car parking demand and whether future growth and commuting patterns had been sufficiently considered. The rationale for seeking an 100% affordable housing scheme and the relationship between affordable housing delivery, grant funding arrangements and scheme viability.
Potential development density, the site’s proximity to the railway station and planning policy considerations.
The consultation undertaken to date and how wider stakeholder engagement would form part of any future scheme.
The Committee agreed that due to the confidential nature of information contained within the report, the Committee pass a resolution that by virtue of paragraph 3 of Part 1 of Schedule 12A of the Local Government Act 1972, the public be excluded from the meeting.
On resumption of the public session, a motion was proposed to refer the decision back to Cabinet for reconsideration, seeking additional information and clarification regarding the options appraisal, development density, affordable housing quantum and future parking considerations. Following a vote, the motion was lost.
Resolved: That the Committee take no further action in respect of the call-in request and allow Cabinet’s decision to take effect.
