Minutes
The Leader introduced the report, which provided the Committee with the status of the key performance indicators (KPIs) for the 2025/26 financial year at Quarter 4.
The Committee discussed the report and made the following comments:
Major projects and infrastructure (Manydown South and Parcel 6A)
It was noted that South-East Water had confirmed that it did not currently have sufficient provision to support the proposed level of development. The Committee acknowledged the need to continue progressing work where possible, whilst further clarification was sought on the wider implications of the infrastructure constraints.
KPI 1.06
Questioned whether work was being carried out in relation to youth centres to try and reduce anti-social behaviour. It was confirmed that a range of activities were available and that the council had worked to retain youth provision after cuts by the county council.
KPI 2.04
Members sought clarification on progress in delivering EV charging points in every ward across the borough. It was noted that delivery had been impacted by external factors, but that progress was continuing, and further installations were expected.
KPI 3.24
Members noted the ongoing challenges in achieving an unqualified audit opinion due to national issues affecting the audit system. It was recognised that this was largely outside the Council’s control, although efforts were ongoing to return to an unqualified position.
KPI 3.33
Clarification was sought regarding the use of extensions of time. It was noted that these were used appropriately and remained within comparable levels to other authorities.
KPI 3.36
Some Members highlighted concerns regarding viability issues in securing housing association partners to deliver affordable housing, particularly on smaller rural schemes.
It was noted that some KPIs did not include targets. However, some targets had been added into the next set of KPIs, which would be reported to the Committee in the following quarter.
Resolved: That the Committee provides its comments to the Leader and notes the report.
