Consideration was given to a report by the Head of Environmental Services (HES) providing an update to Members on the revised Project Integra Joint Municipal Waste Management Strategy (JMWMS)- A Resources and waste Strategy for Hampshire 2026-2035.
The HES introduced her report by advising that this strategy is developed in response to significant national policy reforms, including simpler recycling, extender producer responsibility (EPR), deposit return schemes (DRS). The strategy provides a long term vision for reducing waste, maximising reuse and recycling, and supporting the transition to a lower carbon circular economy.
As a longstanding partner within Project Integra, Gosport Borough Council will use the strategy to guide the future service development, including the introduction of weekly food waste service and simpler recycling requirements. The strategy promotes collaboration, behavioural change, resource efficiency and service transformation, enabling Hampshire authorities to respond collectively to environmental, financial and legislative challenges while delivering local economic, social and environmental benefits.
In answer to a member’s question, the HES advised that there had been no significant changes to date but there would be more infrastructure changes in the future. It had been noted at Project Integra meetings that Hampshire County Council (HCC) need to push forward more. With legislation changing so quickly at the moment it has been a real benefit to be part of project Integra.
Members were advised that with LGR now being postponed or at least delayed there would be a revision of focus.
Members felt that the introduction of the Deposit Refund Scheme should help reduce left rubbish and flytipping. There seemed to be more emphasis on caring about the planet and encouraging a bit more of a conscience when deciding how we deal with waste. Engaging with the more environmentally aware young people could be key to the success of any plans.
Members wished to thank the HES for the clear and concise report and agreed it is an exciting time to be involved in waste with lots to achieve.
The Chairman hoped that the new strategy would invigorate Project Integra which had rather stagnated. He felt that the food waste scheme was moving in the right direction and would help improve the recycling targets.
RESOLVED: That the Board approved:
i) The revised project Integra Joint Municipal Waste Management Strategy 2026 to 2035 (A Resources and Waste Strategy for Hampshire) attached at Appendix 1 and supports its use as the strategic framework for waste and resource management activities within Gosport Borough Council waste services now and during the transition to and implementation of Local Government Reorganisation (LGR)
ii) That the strategy will be used as a basis for developing action plans that meet national targets, and provide local economic, social and environmental co-benefits
