Consideration was given to a report by the Head of Waste (HOW) updating members of the progress being made to implement the changes required for simpler recycling and more specifically food waste collections.
The HOW introduced his report by pointing out a typo in paragraph 2.5 and an error in the dates shown in paragraph 5.1 which should read 1st October 2026.
Members were reminded that he had brought a report to board in November 2024 outlining the obligation for GBC regarding Simpler Recycling. There had still not been confirmation of revenue funding for food waste collections, but it was hoped that it might be identified separately in the LG settlement due in February.
The HOW explained that a lot of progress had been made since the last report. An extension to the contract with FCC had been agreed with FCC management and it was now with the solicitors from both organisations, a decision had been made to purchase the 4 vehicles required, and procurement had started for the caddies and liners. A requirement for 12 staff had been identified, and a communications plan would be ready to progress.
Members were advised that if agreed at this board, the vehicles would be ordered and available June or July of 2026.Discussions have taken place with Project Integra and HCC to determine if the disposal facility will be up and running by October 1st 2026. The focus has been on the food waste element of the scheme, as the MRF will not come on stream until April 2028 for the twin stream recycling.
In answer to members questions, the HOW advised that GBC would be submitting to DEFRA a full programme and timetable for the implementation journey, and would be updating HCC officers. This would either be brought to a future board for noting or shared with members in a MIB.
The HOW advised that the 4 vehicles would be diesel, not electric, as the infrastructure for electric vehicles was not in place and the vehicles tend to be much more expensive. The vehicles chosen used a Euro 6 engine that is better for fuel efficiency. The vehicles would be leased to FCC for the duration of their contract extension. When the contract was re-tendered, the successful bidder would then lease the vehicles from GBC.
Members were advised that a survey of all properties including council stock had begun. Changes or upgrades to bin store areas at blocks of flats would be funded through the HRA. It had been made clear that DEFRA would not be funding the implementation of the scheme. Privately or association owned blocks of flats would be responsible for any changes required to bin stores as is required now.
In answer to a members question, the HOW advised that the number of staff and vehicles had been arrived at through discussion with FCC and both sides were comfortable. Data from other authorities that already have a food waste scheme shows that the amount of waste reduces within a few months, and some households choose to only put their caddy out every two weeks. Households that currently receive assisted lifts would have that need applied to food waste collections.
A member wished to acknowledge the amount of work that this scheme was requiring and thanked the HOW and his team.
In answer to a members question the HOW advised that the more detail required as stated in iii) of the recommendation, related to information that officers needed to accumulate. The implication of the twin recycling bins, the increase in weight for glass collections, all needed to be considered. But for now the focus had to be on the introduction of food recycling.
Following a discussion by members and officers it was agreed to amend ii) of the recommendation to read:
ii) agree the implementation of food waste collections from October 2026 is proposed to DEFRA and WRAP.
RESOLVED: That the Board;
i) recommended to the P&O Board that orders for vehicles and containers are made as soon as possible to secure delivery slots for summer 2026.
ii) agreed the implementation of food waste collections from October 2026 is proposed to DEFRA and WRAP.
iii) agreed that more detail is needed and a further report with regards to the impact of twin stream recycling collections be presented to this board during 2026.
That the Board noted:
vi) the progress being made of procuring vehicles and containers
vii) that the Council’s communications team will take the lead in developing a communications plan for the implementation of all aspects of “Simpler Recycling”
viii) that a briefing is to be arranged with all members to explain the implications of “Simpler Recycling”
(ix) the progress being made to comply with the collection and packaging reforms, which include simpler recycling.
