National Scheme of Delegation
The National Scheme of Delegation for planning in England, coming into effect on October 31st 2026, changes the type of applications that are considered by committees. The Government’s stated reasoning includes, a consistent two-tier system designed to speed up decisions by shifting routine, policy-compliant applications to planning officers, while reserving committee oversight only for complex, significant, or highly contentious developments.
This report seeks to explain how the process will operate in practice and follows an initial report to Development Control Committee in July 2026.
