Officers explained that Causeway Consultants, experts in Traffic Regulations Orders (TROs), were commissioned by PCC to handle the TRO process due to the high volume of TROs needed for the EV programme. The site selection was done by Portsmouth City Council (PCC) officers. They added that the process was lengthy, involving 15 stages, and had been ongoing for several years. The key criteria for selecting locations included resident requests, proximity to properties, lamp columns and technical checks. It was stressed that the funding received was specifically for on-street residential charge points and could not be used for any other potential locations at the present time. It was hoped that this may change in the future.
Members' Questions
In response to Members' questions, it was clarified that:
· The Electric Vehicle (EV) charger installation scheme had been ongoing since 2018 when the demand for chargers was directly associated with resident requests due to the low penetration of electric vehicles in the city. However, with the current increase in electric vehicles at 4% in Portsmouth, and the forecast for that to be 14% by 2030, the criteria for selecting locations had expanded. While resident requests were still considered, the focus was now also on ensuring that the locations would support long term EV charging needs on residential streets.
· Officers had just received the photographs of the proposed location for Priorsdean Avenue charging point provided by the deputee.
· An internal review of the six locations on page 10 of the report that had a higher number of objections had already been completed and the sites were not being recommended for deferral or removal and were part of the recommendation to be approved.
Members' Comments
Members were generally supportive of the programme but noted it was important to get the detail right and to deal with residents' concerns properly.
Councillor Candlish summarised by discussing the balance between citywide dispersion of EV charging units and the requirements of individual locations. He explained that while objections to specific sites were considered, they did not automatically rule out or approve a site. The decision was based on site specific evaluation of all the factors. He highlighted the importance of a thorough process and the need to balance individual concerns with the long term needs of the city. He noted that some sites had been marked for deferral and would be reviewed again, while others would proceed based on the current recommendations.
Councillor Candlish also mentioned that the current funding was for on-street residential charge points, but there was a hope for future funding to include alternative locations. The overall goal was to ensure fair and accessible EV charging for all residents, considering the increasing demand for EVs. He acknowledged that parking was a major concern for residents and referred to the broader transport strategies to address these issues.
