Highways Maintenance Plan 2027-2032 (Key Decision)
To consider a report of the Director of Universal Services setting out a proposed five-year prioritised strategic plan to deliver a step change in the condition, resilience and customer experience of Hampshire’s highway network, building on the County Council’s existing and robust asset management approach and responding to the rapidly growing maintenance backlog, increasing weather impacts and public expectations. The plan acknowledges that the County Council is one of the highest performing authorities in its delivery of highways maintenance but recognises that the current challenge is principally one of funding and scale rather than strategy, as Hampshire already operates an effective risk-based, innovative, evidence-led asset management regime that is aligned with national best practice.
