RESOLVED:
That the Corporate Parenting Board notes the report and notes the priorities for the Youth Justice Service as set out below:
i. Strengthen and continue to improve data monitoring following the new implementation of HYJS’ Case Management System. Develop links to other forms of data and reporting to develop full and thorough understanding of our CLA cohort.
ii. Address CLA Disproportionality; ensure that HYJS’ Disproportionality Strategy has a clear focus on children who are or have been CLA.
iii. Strengthen and enhance co-working relationships between Children and Families and Children in Care Teams, and work together to create a local protocol aimed at supporting children looked after (CLA) and reducing their involvement in the criminal justice system.
iv. Enhance take up of early intervention and ensure diversion within the criminal justice system is recognised and understood by those working and supporting CLA children.

Minutes
The Board received an update on the housing support available to Hampshire care leavers.
Members noted the new regulations introduced in July 2025, which allowed care leavers under the age of 25 to apply for housing with authorities beyond their local area. The Board agreed that this change would help improve transitions and open up access to more suitable accommodation.
The Board also discussed the financial support available to care leavers in higher education and noted that all eligible individuals should have received communications regarding this support. Members noted the offer provided by Havant Borough Council to back date the Hampshire Home Choice application to an individual’s 16th birthday and remarked how beneficial this would be. The Chairman agreed to write to the other District and Borough authorities in Hampshire to encourage them to adopt a similar approach.
Additionally, there was a discussion about the potential to centralise individual savings/contributions for CLA. Officers agreed to provide a written response on this matter to provide further information and clarity for Members.
The Board were pleased to hear that 98% of Hampshire’s care leavers were currently living in suitable accommodation and requested that an all Member briefing be explored to provide further information on housing for all County Councillors.
RESOLVED:
i. That the Corporate Parenting Board note the update.
ii. That the Chairman write to Hampshire District and Borough authorities to encourage them to review their approach to the Hampshire Home Choice application.
iii. That consideration be given to an all Member briefing on housing.
