Chairman's Announcements
To receive any announcements the Chairman may wish to make.
Minutes
The Chairman noted that the Government had issued its response to the ‘Strengthening the Standards and Conduct Framework for Local Authorities in England’ consultation.
This consultation sought views on a whole system reform of the standards and conduct framework for local government. On 30 January this year, the Conduct Advisory Panel met to consider the Government’s consultation questions, and a response to the Government was submitted before the deadline at the end of February.
There were 2,092 respondents to the consultation and the Government’s response is published online. The response document addresses each consultation proposal and largely comprises a headline summary of the consultation responses received, a summary of the policy considerations and a statement of the Government’s intended course of action in response. The Government intends to legislate for a whole system reform of the current regime as set out in the Localism Act 2011. No explicit timeframe has been given for the new legislation. The Monitoring Officer will report to the Panel on the new legislation when it is introduced.

Minutes
The Conduct Advisory Panel received a report from the Monitoring Officer in relation to a request for approval of absence of an elected Member of the County Council pusuant to Section 85 of the Local Government Act 1972.
Officers set out that Section 85 of The Local Government Act 1972 caused a County Councillor to cease to be a Member of the County Council if they failed to attend a Meeting of the County Council, its Committees, Outside Body or Joint Committee to which they are appointed to represent the County Council, for a period of six consecutive months commencing on the date of the Member’s last attendance unless the period of absence was, for some reason, approved by the County Council prior to the expirey of that period.
Members heard that Councillor Jackman had ongoing health issues, which had led to a diagnosis of severe osteoporosis. There had recently been changes to his medication, which improved the long-term prognosis, but have had adverse effects, both physically and mentally. While Cllr Jackman was dealing with case work from home, he did not currently feel fit to travel. A request for a period of absence had therefore been submitted to the Monitoring Officer by Cllr Jackman for the Conduct Advisory Panel to consider.
Members discussed the need to ensure that any outside bodies to which Cllr Jackman had been appointed were informed. The Panel sent their best wishes to Cllr Jackman for a speedy recovery.
RESOLVED:
That the Conduct Advisory Panel approved a period of absence from attendance at a meeting of the County Council, its Committees, Outside Bodies or Joint Committees to which he is appointed, pursuant to Section 85 of the Local Government Act 1972 until 7 May 2026 for Councillor Jackman for medical reasons.
