- Document 6ii 2025-06-26 H2050SC Annual Corporate Performance Assurance report 2025 18 Jun 2025
Minutes
The Committee considered a report of the Director of People and Organisation on the annual Corporate Performance Assurance report for 2024/25 (Item 6 in the Minute Book).
The Director introduced the report highlighting where assurances had been provided regarding the Council’s performance in delivering the Serving Hampshire Strategic Plan priorities, as well as broader organisational performance.
The Committee was advised that that the requirements from central Government for local authorities to provide data to OFLOG and to set out their Productivity Plan had now been discontinued. However, this report included an update on the action plan presented to the Committee last year, which allowed members to review the actions taken by officers since then.
It was reported that the County Council’s legal duty to report on LGSCO determinations continued to form part of the organisation’s Performance Assurance Framework. However, this would now be captured as part of a new annual complaints performance and service improvement report, which would be presented for consideration by Cabinet in the autumn of each year.
During the discussion, Members heard:
· In terms of recycling rates, work was being done at local and countywide levels to improve efficiency at HWRCs and promote waste prevention actions and behaviours to residents. This work continued to have a longer-term positive impact. In addition, the County Council’s plan to build a new Materials Recovery Facility (MRF) which would enable residents to recycle a greater volume of packaging are expected to progress at pace during 2025/26, which will have a further positive impact on Hampshire’s recycling performance.
· Information on the halting of the Care Home Improvement Programme.
· The County Council continued to make the case for further national funding to support highways maintenance. The Director of Universal Services be asked to see whether there was anything else that could be done on this matter.
· Scrutiny of County Council decisions could be taken through the Constitution Working Group (if agreed elsewhere on the agenda).
RESOLVED:
That the Hampshire 2050, Corporate Services and Resources Select Committee notes the County Council’s framework of performance assurance for the past year.

Minutes
The Committee considered a report of the Director of Hampshire 2050 giving an update on the progress of the Local Nature Recovery Strategy (\Item 7 in the Minute Book).
The Director highlighted the salient points of the report and Members were advised on the work that had been carried out up to this point.
Following a second draft of the Strategy, it was reported that there were now 52 priority outcomes, along with 69 potential measures to help deliver those priority outcomes. These included chalk rivers, wetlands, grasslands, woodlands, coastal, farming and parkland.
Members were advised that, following scrutiny by this Committee the Strategy would be presented to Cabinet at its meeting on 11 November 2025 for approval. Once approved by all authorities, the Secretary of State will be notified. Publication of the document was planned for December 2025, which aligned with Defra’s expectations.
During the debate, it was reported that:
· A wide range of organisations had responded to the consultation, including voluntary groups, parishes and developers.
· The Strategy was a guiding tool to support nature recovery, not an enforcement mechanism.
· Concerns were raised about what financing would be available to the Responsible Authorities.
· Natural England would be the statutory consultee while the County Council would retain the ability to comment on relevant matters.
· Each authority will determine which priorities to implement and the sequence in which they are addressed
· Once the Hampshire and the Mayoral County Combined Authority was established, it would assume the role of Responsible Authority for the Hampshire and Isle of Wight area.
RESOLVED:
That the Select Committee notes the progress of the work on the Local Nature Recovery Strategy for Hampshire, including the draft Strategy which was subject to public consultation between 12 May and 23 June 2025.
