Members agreed not to make an award

2. Final Straw Foundation

Members were reminded that Final Straw had been responsible for previous environmental schemes in the Borough including the whale at Stokes Bay.

Members agreed to award £1,140

3. MHA Communities

The applicant reminded Members that MHA Communities provides activities and a community for the elderly, offering lunch clubs and physical activities such as Zumba and curling and a warm space for anyone who needs it. Transport is supplied door to door.

The costs of food, transport and the hire of the Church have all risen and the grant is required just to keep going.

Members agreed to award £1,000

4. InSync

The applicant was unable to attend

Members agreed to defer the application for the next round.

5. Artswork Ltd

The applicant explained that they are a youth centred charity working to improve communities through creativity. The first phase of their project saw students from local schools create clay forms, which would be incorporated in concrete rockpools to be installed in intertidal spaces, thereby linking creativity and ecology.

Members agreed to award £1,000

6. Rowner Renewal Community Events Association

The applicant and Councillor Brown advised members that the grant would have fund a grass roots residents association to produce low cost events throughout Rowner, and predominantly reinstate the Rowner carnival. A team of 10 volunteers had been formed and support in kind, including storage, has been pledged by the Rowner Community Trust.

A fundraising Christmas event was taking place in the coming week, which was hoped to engage residents in the wider plans.

Members were advised that any potential funding from the Pride in Place Grant would come too late for the carnival the association was trying to stage.

Members agreed to award £2,000

7. Gosport & Royan Twinning Association

Councillor Earle reminded members that the Gosport Royan Twinning Association had been in place since 1959, one of the longest running twinning associations in the country.

Folowing the retirement of previous committee members, support waned but with new members a very successful event was held this year.

Self funding, the association relies on subscriptions from members and therefore the priority needs to be to increase membership through advertising and engagement. And the grant would be spent on equipment to enable them to attend events.

Members agreed to award £1,315

8. Lee Hub Independent Community Library

The applicant explained that the building was south facing and the current blinds did not provide shade for the various groups using the space.

Members were reminded that the Lee Hub would be a recipient of money from the Mayors Charity this year.

Members agreed to award £400

9. Gosport District Scout Council

The applicant advised that the grant would be used to purchase a digital sound mixer and case in order to improve the sound quality for the Gosport Gang Show ( Make Them Heard). This could also be used for the St George’s Day Parade and District Camp and would negate the need to hire equipment, therefore saving money in the long run.

Members were very supportive of the scouting movement in Gosport

Members agreed to award £2,652

10. The Marvelous Mural Man

Members were advised that the applicant was a local artist and illustrator who teaches in schools but has also created a number of public space art pieces including Trafalgar Gate in Portsmouth and the Submarine Museum Gosport.

The applicant advised that the grant would fund the production of public space art either on council property including seaside benches and shelters or privately owned property. The applicant was advised to liaise with the Town Centre manager to identify suitable locations.

Members agreed to award £5,000

11. Fleetlands FC

Members were reminded that there had been a previous award to the Football Club for grandstands.

The applicant advised that the new floodlights would be LED which would be more cost effective and may mitigate issues with light overspill into neighbours gardens.

Members wished to ensure that all issues with planning or Environmental Health had been resolved before the grant was paid.

Members agreed to award £5,000 with conditions applied.

12. Thirteeneight

Members were advised that the applicant is the owner of a community focused arts organisation using workshops and public space art projects to involve young people with their local open spaces.

The grant would fund the Elson Park Mural project and involve 20 pupils from Elson Junior School. It was hoped that this involvement would reduce vandalism and increase community pride.

Future sponsorship would enable the design to be changed and therefore keep the interest and buy in of the community.

Members agreed to award £2,250

13. Pop Up Spray Studios

The applicant advised that this is a family run business that hosts spray painting workshops for all ages and abilities, and has recently worked with Motiv8, Marvels & Meltdowns and Bay House School.

Members agreed to defer until the next meeting.

3. Rowner Renewal Community Events Association

The applicant advised that they wish to bring back the Rowner Carnival a community event much missed since it stopped 10 years ago. They felt it was a catalyst for the community, to encourage more involvement, provide a sense of purpose and in turn the development of organisational skills.

Members were advised that the association consisted of 10 committed volunteers, one of whom was a health & safety officer who had advised on large scale events.

Members agreed to defer to the next meeting

4. Star Royalty CIC

Members were advised that Star Royalty were bringing the Pageantry National Finals to Gosport, hosted at Thorngate Halls.

The applicant explained that those taking part in these events built confidence, developed skills and helped fundraise, as well as enjoying the dressing up and being on stage.

In answer to a Member’s question, the applicant explained that they would need two types of insurance- public liability and event cancellation. Profits made at the events are put back into future events or help to subsidize those who cannot afford the entry fees.

Members agreed to award £1,044

5. Quay West Events Ltd

Members were advised that the Split Festival was back for a second year with more bands performing across various locations including Your Space. Minutes Consideration was given to a report by the Head of Corporate Policy and Community Safety providing the Sub Board with Heritage Fund grant applications in order that members can determine grant awards.

1. 22midnight

The applicant showed Members the puppets that had been created with funding from the Gosport Heritage Generators. They all represented an aspect of Gosport history and heritage and were designed and created locally.

Members were advised that schools were very keen to use the puppets, and wanted to extend the scope of the project to include a website with downloads, colouring sheets and a video which could also benefit home schoolers and be used in other locations such as the Discover Centre.

Members agreed to award £3,000

2. Alverstoke Parish Centre

Members were reminded that this application had been deferred to enable officers to obtain guidance from the legal department in light of the change to the project originally awarded a grant.

The applicant explained that the rebuild project would not go ahead due to a change in lottery funding. Phase one of the upgrade project was now complete including the car park and solar panels. Phase two is to insulate the hall, improve lighting heating and ventilation, upgrade the electrics and re-decorate.

Members all recognised what a valuable resource the centre is and how much is achieved for the community by the committee of 12 volunteers and therefore wanted to honour the grant previously awarded, with the same condition that it be the last £20,000 of the £93,000 phase two project, extending the timeframe by 12 months.

Members agreed to honour the previously awarded £20,000

3. Jalalabad

The applicant advised that the business was not currently open and the grant would be used to restore the windows and frontage. Once the building was able to be used fully, it would add to the community through craft events,Indian Afternoon Teas and they would engage with foodbanks and the “Too Good to Go scheme”. It would also offer employment and training opportunities

Members were concerned that the application came from the leaseholder and not the owner and that it was a very short lease. They were advised that the building was not listed in any way and owned by a family member.

Members agreed not to make an award

4. Haslar Hospital

The applicant advised that they had owned the building for ten years, having previously been empty for fifteen years following ownership by both the NHS and the MOD. An architectural survey had identified an historic problem with the roof caused by spreading of the historic beams. The grant would pay for the repairs to strengthen the roof and prevent the building from ending up on the at risk register.

Members were advised that due to increased footfall on the site as a result of events and the opening of the coffee shop, the owners were often showing the inside of the house to ex nurses who had worked there when it was operational and others interested in historic buildings. The applicant agreed to allow more visitors into the house during the Historic Open days.

Members agreed to award £10,000

5. 26 Bury Road
