Minutes
The Cabinet Member for Strategic Planning and Infrastructure introduced the report which provided an update on progress in preparing the Council's updated Local Plan, including the completion of two Regulation 18 consultations and the programme for the remaining stages of plan preparation set out in the Local Development Scheme.
The Chair invited visiting Councillor Trumm, to address the Committee. He expressed concerns regarding the proposed approach, including the Council's reliance on information provided by water companies, the impact of development on water and sewage infrastructure and the environmental consequences for local chalk streams.
The Committee discussed the report and made the following comments:
Clarification on the purpose of the Council's request to Government for an extension to the current Local Plan timetable and what would constitute a successful outcome.
Expressed concerns that restarting the Local Plan process could leave the borough vulnerable to a prolonged period of speculative development due to the absence of an adopted Local Plan and five-year housing land supply.
Expressed concerns regarding the practicality of achieving very low levels of household water consumption.
Questioned the implications of Local Government Reorganisation and the potential effect of future unitary authority arrangements on Local Plan preparation.
Expressed concerns that comments submitted during previous Regulation 18 consultations could not formally be carried forward into the new system, although officers confirmed that the evidence and feedback received would continue to inform future work.
Stressed the importance of retaining ambitious local policies where possible, including those relating to sustainability, biodiversity, green infrastructure and site specific development requirements.
Requested that future evidence supporting the Local Plan should include the current transport and environmental data.
The Committee then considered the proposal to establish a Task and Finish Group to support preparation of the Local Plan scoping consultation. Members discussed the need for scrutiny and member involvement throughout the process. An amendment was proposed regarding the role and scope of the Task and Finish Group. Following a vote, the amendment was not carried.
Resolved:
The Committee provides its comments to the Cabinet Member for Strategic Planning and Infrastructure on the proposed next steps for the Local Plan.
That a Local Plan Task and Finish Group be established to support the publication of the Local Plan scoping consultation in accordance with the proposed timetable.
